ADB affirms long-term commitment to the Kyrgyz Republic with more than $700 million in planned financing

Asian Development Bank (ADB) President Masato Kanda has affirmed the Bank’s continued support for the Kyrgyz Republic’s national development goals during a meeting with President Sadyr Japarov, marking more than 30 years of close partnership. ADB plans to provide over $700 million in financing between 2025 and 2027 to advance the country’s priorities in connectivity, clean energy and resilience.

“The Kyrgyz Republic has shown remarkable commitment to building a greener, more connected, and more resilient future,” said Mr Kanda. “As the country’s largest multilateral development partner, ADB stands ready to deepen our support for national priorities and help advance the country’s role as a regional leader in connectivity and clean energy.”

Mr Kanda also held discussions with Chairman of the Cabinet of Ministers Adylbek Kasymaliev, Minister of Finance Almaz Baketaev, and Minister of Economy and Commerce Bakyt Sydykov on strategic investments and reform pathways. Together with Mr Kasymaliev, he witnessed the signing of a memorandum of understanding between ADB and the Ministry of Finance to establish a new Financing Framework Arrangement for 2026–2027. Agreements were also signed for three projects under the existing 2025 Financing Framework Arrangement, supporting green transformation, disaster resilience and affordable housing.

Combined, the 2025 arrangement and the forthcoming 2026–2027 arrangement are expected to deliver more than $700 million in ADB financing for public investment priorities. The newly signed projects aim to improve energy efficiency and climate resilience in public buildings, strengthen water resource management and disaster preparedness, and expand access to affordable, energy-efficient housing and mortgage finance.

During his visit, Mr Kanda toured the Urban Transport Electrification Project in Bishkek, which has introduced 120 battery-electric buses powered by clean hydropower. The project is already reducing emissions, improving air quality and expanding mobility options, supported by training programmes that create opportunities for women bus drivers.

Mr Kanda also participated in the 24th Ministerial Conference of the Central Asia Regional Economic Cooperation (CAREC) Program in Bishkek. He outlined ADB’s intention to invest more than $10 billion through 2030 to boost regional integration, connectivity and resilience across the CAREC region. At the CAREC Business Forum, he highlighted the essential role of the private sector in strengthening competitiveness and unlocking new opportunities.
