Tutor Perini Secures $2 Billion USACE Contract to Support Energy Resilience Projects

Tutor Perini Corporation has announced that its subsidiary, Perini Management Services, Inc. (PMSI), has been awarded a construction multiple-award task order contract (MATOC) by the U.S. Army Corps of Engineers (USACE), Louisville District.

The contract provides a shared capacity of $2 billion over a 10-year period, comprising a three-year base term and seven one-year option periods. It will support the Energy Resilience and Conservation Investment Program (ERCIP), a nationwide initiative focused on strengthening energy and utility infrastructure across U.S. military installations.

Under the MATOC, PMSI will compete for individual task orders covering both design-build and design-bid-build services. The scope includes the construction of new infrastructure as well as the repair, replacement and upgrade of existing systems across the contiguous United States and Puerto Rico.

Supporting critical energy and water infrastructure

Projects delivered under the framework are expected to span a wide range of energy and water systems. Electrical infrastructure work may include fossil fuel power generation, cogeneration facilities, solar photovoltaic systems, and power distribution networks, alongside switching equipment and microgrid communication and control systems.

Water-related projects may involve the development and enhancement of distribution networks, purification systems, storage facilities and smart water grid technologies.

The award strengthens PMSI’s position within the federal construction market and expands its role in delivering mission-critical infrastructure aligned with national energy resilience and sustainability priorities.

Long-term federal delivery capability

Tutor Perini Corporation brings more than a century of experience in delivering large-scale civil, building and specialty construction projects. Through its subsidiaries, the company provides a full suite of services including general contracting, pre-construction planning and project management, with capabilities spanning design-bid-build, design-build, construction management and public-private partnerships.

The ERCIP MATOC positions PMSI to play a continued role in supporting USACE’s long-term infrastructure programmes, particularly as demand grows for resilient, modernised energy and utility systems across federal facilities.
