HLC has officially launched as an independent project and cost management firm focused on corporate interiors and complex commercial projects across the United States.
Founded in January 2026 by industry veterans Jessica Hanley and David Lisowski, the firm adopts a partner-led model designed to keep senior leadership directly involved throughout the project lifecycle. The approach aims to provide clients with closer oversight, clearer communication and stronger accountability from project initiation through to closeout.
Hanley and Lisowski bring more than forty years of combined experience delivering corporate and commercial projects in New York City and other major U.S. markets. Both began their careers as licensed architects before moving into project and cost management roles, where they have led large workplace programmes, repositioning projects and portfolio initiatives for global organisations in sectors including financial services, technology and professional services.

Hanley has more than twenty years of experience across architecture and project management and has overseen projects totalling more than 1.1 million square feet. Her work focuses on technically complex corporate interiors, advising organisations on workplace strategy, capital planning and portfolio development.
David Lisowski, also a licensed architect in New York State, brings nearly twenty-five years of experience in architecture and owner’s representation. His work has included major office repositioning projects and large-scale workplace restacking programmes, often working directly with executive leadership teams to align stakeholders and maintain delivery momentum.
