Fluor has opened a new office in Bucharest, strengthening its presence in Eastern Europe and positioning the firm to support the delivery of major nuclear energy projects in Romania.
The office, located at the Avantgarde Office Building, will act as a regional hub for engineering, design, licensing and project management services, particularly focused on advanced nuclear initiatives.
Strengthening delivery capability for complex energy programmes
Fluor is currently supporting two significant projects in Romania: the development of a small modular reactor (SMR) facility in Doicești and the expansion of the Cernavodă nuclear power plant. Both programmes require long-term coordination across engineering, regulatory and delivery functions, making local capability a critical factor.
By establishing a permanent presence in Bucharest, Fluor is aligning its project teams closer to key stakeholders, supply chains and regulatory bodies, improving responsiveness and execution efficiency across these complex programmes.
Pierre Bechelany, President of Fluor’s Energy Solutions business, said the move reflects a long-term commitment to Romania’s energy transition.

Enabling regional programme integration
From a project management perspective, proximity to major project sites and regulators can significantly improve coordination, particularly in nuclear programmes where licensing, compliance and safety assurance are central.
Bucharest offers access to a skilled workforce, established academic institutions and an experienced nuclear regulator, all of which support programme delivery capability. The location also enables closer integration across Fluor’s regional project portfolio.
Supporting energy security and transition
Romania has operated nuclear facilities for decades and is now expanding its capacity as part of broader energy security and decarbonisation objectives. The projects Fluor is supporting form part of a wider programme to increase baseload power generation while reducing reliance on fossil fuels.
The establishment of the Bucharest hub signals a shift toward more localised delivery models for large-scale infrastructure programmes, where international expertise is embedded within regional teams to improve execution, governance and long-term programme outcomes.
