LA Metro Selects STCP Alternative for Fully Underground Sepulveda Transit Corridor Rail Line

Sepulveda Transit Corridor Partners (STCP), a consortium led by Bechtel, Meridiam, and American Triple I (ATI), has welcomed the decision by the Los Angeles County Metropolitan Transportation Authority (LA Metro) Board of Directors to select a modified version of its proposal for a high-capacity, fully underground rail line linking the San Fernando Valley to the Westside.

The STCP team also includes Mott MacDonald, TYLin, and Systra, alongside global transit operator RATP Dev. Together, the consortium brings extensive experience in delivering and operating complex urban rail systems worldwide.

The proposed line is expected to serve more than 100,000 daily riders, offering a fast and reliable alternative to the heavily congested I-405 corridor and significantly improving mobility across one of the region’s most travelled routes. Initial operating segment stations would include the Metro G Line, Ventura Boulevard, the University of California, Los Angeles (UCLA), and the Wilshire / Metro D Line.

STCP’s proposal was one of five alternatives subject to extensive public and expert review, including the public circulation of a Draft Environmental Impact Report last year. Following its assessment, LA Metro identified a modified version of STCP’s Alternative 5 as the strongest overall option, citing its potential for meaningful public benefit alongside strong long-term value for taxpayers.

LA Metro will now continue developing the project with the STCP team, drawing on its collective experience delivering major rail programmes such as Maryland’s Purple Line, the Doha, Riyadh, and Paris metro systems, and London’s Elizabeth line.
