LIS Technologies Inc. (LIST) has announced plans to develop a $1.38 billion laser-based uranium enrichment facility in Oak Ridge, Tennessee, a project expected to create more than 200 jobs and rank among the largest nuclear-related investments in the state’s history.
Enveniam, a portfolio company of Boston Government Services (BGS), has been appointed Lead Project Integrator for the facility. In this role, Enveniam will oversee project management, planning, licensing, design, construction, site readiness, operations readiness, and delivery, providing end-to-end coordination for what will be the first facility of its kind in the United States.
The project was announced alongside Tennessee Governor Bill Lee and will be located on a 206-acre site formerly known as Duct Island, now renamed “LIST Island”, within the historic Oak Ridge K-25 uranium enrichment complex. The facility will deploy LIST’s patented laser isotope separation technology, supporting growing demand for domestic uranium enrichment and strengthening US energy security and defence capabilities.
Enveniam brings decades of experience in nuclear engineering and operations and will support LIST as it advances the project from concept through commissioning.

As Lead Project Integrator for complex, high-stakes programmes, Enveniam is responsible for integrating facilities, technology, suppliers, and operational readiness to deliver cohesive, mission-ready systems that meet cost, schedule, and regulatory requirements.
Subject to licensing, permitting, and final investment decisions, LIST plans to begin site preparation and construction in 2026, with initial commercial operations targeted before 2030. The announcement follows LIST’s selection under the US Department of Energy’s Low-Enriched Uranium (LEU) Enrichment Acquisition Program, further reinforcing Oak Ridge’s role as a hub for advanced nuclear energy development.
